Uma das áreas centrais de investigação em Inteligência Artificial versa o estudo de sistemas formais que pretendem modelar agentes cognitivos com crescente rigor: o objectivo principal é o desenvolvimento de sistemas computacionais mais competentes na sua interacção com o mundo exterior. A maior parte dos formalismos actuais exibem dois tipos de problemas: o ''problema da omnisciência'', definido como o não reconhecer que os agentes são incapazes de efectuar um número arbitrariamente grande de computações em tempo finito; e o ''problema do silêncio'', que se caracteriza pela incapacidade de fornecer indicações sobre as razões que justificam a ausência de uma resposta quando não se consegue resolver um problema. Esta tese propõe uma alternativa que permite ultrapassar simultaneamente os problemas da omnisciência e do silêncio.
Desenvolveu-se um sistema formal — a lógica LORE — com quatro
valores: conhecido como verdadeiro, conhecido como falso, conhecido
como nenhum (não é conhecido como verdadeiro e não é conhecido como
falso) e desconhecido (não se sabe se é verdadeiro ou falso).
Criou-se um sistema dedutivo que associa a cada fórmula quatro
conjuntos de hipóteses que contêm as fórmulas necessárias à sua
derivação. Tais conjuntos permitem distinguir, por exemplo, hipóteses
que pertencem à base de conhecimento de hipóteses que não pertencem.
Apresenta-se uma solução integrada para os dois problemas, tendo sido
desenvolvido o nível abstracto de um raciocinador não omnisciente,
capaz de informar o seu interlocutor das respostas encontradas e das
razões que bloquearam o aparecimento de outras respostas.

One of the main areas of research in Artificial Intelligence is the
study of formal systems which attempt to model, with increasing
accuracy, cognitive agents. The overall aim is the creation of systems
that are able to interact reliably with the outside world. Most of the
existing systems suffer, among others, from two problems: the
''omniscience problem'', defined as the problem of not recognizing that
agents are unable to arbitrary perform large computations in finite
time; and the ''silence problem'', characterized as the incapacity
of producing any clue justifying the absence of an answer, when it is
not able to solve a problem. This dissertation presents an alternative
that solves the omniscience problem and the silence problem.
The solution consists of the logic LORE, which has four values: known
as true, known as false, known as neither (known to be unknown), and
unknown (not known if it is known). The inference system associates
with each proposition four sets of hypotheses, which contain the
reasons supporting its derivation. These sets enable to differentiate
between hypotheses belonging to the knowledge base and hypotheses not
in the knowledge base.
Based on LORE, a unified solution to both problems is presented: an
abstract non-omniscient reasoner, which can inform its interlocutor of
the found answers and the impediments responsible for the absence of
other answers.
An implementation of this reasoner is described, which extends an
existing program for creating and manipulating propositional semantic
networks. This dissertation also includes some running examples to
highlight the intended features of the system.
